When good specs go bad

Kids, this is what happens when waaaaay there's too much emphasis on filling out a headline for the sake of everything lining up just so:

Egads. Issue seen as key one? Blech! This smacks of "your story is too short, so I'm gonna need to put an extra dek on that hed" to me. I also don't like "seen as," because it begs the question "by whom?" and doesn't answer it.

Let's rewrite this. Ideas?

Geez, no one even says "key one."

Not sure how it'd fit, but almost anything shorter would be better.

How about: Trade Issue Key in Presidential Campaign

or

Trade Issue Rivals Iraq War for Presidential Debate Spotlight

or

Presidential Candidates Focus on Trade Issue

etc.

The little-known correct usage of the phrase "begs the question":

It is a philosophical phrase that means to use a word or concept when you are trying to define that very word or concept. You're begging the question to answer itself. If doesn't mean the question needs to be asked.
