It's a puzzlement

Why don't sign makers catch these mistakes before these signs get made? And for that matter, why doesn't anyone?

I was in a mall near Albany, NY. There were threre signs
NO ADMITTANCE
FIRE PANNELS
ELECTRICAL PANNELS
Panels spelled incorrectly TWICE.

Also saw a handmade sign: For children 3 and under ONlY - I HATE that.
